Review of events in the field of artificial intelligence in September 2025
Artificial intelligence continues to define the global technological agenda. The National Cybersecurity Coordination Center at the National Security and Defense Council of Ukraine, together with the National Institute for Strategic Studies and the Center for Analysis and Development of Effective Policies, has prepared the latest issue of AI Frontiers: Innovations, Breakthroughs, Challenges, which summarizes the key events of September 2025.
Last month, the global “chip war” entered a new phase. OpenAI began producing its own specialized AI chips in collaboration with Broadcom, seeking to reduce its dependence on Nvidia, while Chinese tech giants Alibaba and Baidu are betting on their own semiconductors for training LLM. This intensifies technological rivalry and forms new supply chains that are resistant to sanctions and external pressure.
At the same time, a “gold rush” of data centers is unfolding, with the US, UK, and China competing for leadership in creating infrastructure for AI. At the same time, challenges in the energy sector are growing: the demand for computing resources exceeds the capacity of power grids, which is already leading to special government decisions and simplified regulations for AI energy facilities.
Other topics include new approaches to the ethical regulation of chatbots, increased attention to the security of generative systems, the emergence of initiatives to label AI content in the EU, and the intensification of military use of AI in the US and China. Analysts emphasize that the world is approaching a stage where artificial intelligence is becoming not only a tool for development, but also a factor in strategic stability.
