Ukraine and the EU are forming a joint cyber resilience architecture
The fourth round of the Ukraine-European Union cyber dialogue took place in Kyiv. This is a key platform for strategic cooperation in the field of cybersecurity, aimed at strengthening capabilities, exchanging experience, and increasing resilience to hybrid threats.
The event was attended by representatives of the National Security and Defense Council of Ukraine, leading ministries and agencies, as well as EU institutions.
The Ukrainian side was represented by the Deputy Secretary of the National Security and Defense Council of Ukraine – Deputy Head of the NCCK Serhiy Demedyuk, Head of the Information Security and Cybersecurity Service of the NSDC – Secretary of the NCCK Nataliya Tkachuk, and Head of the NCCK Operations Support Department Serhiy Prokopenko.
Representatives of the Ministry of Foreign Affairs, the Security Service of Ukraine, the State Special Communications Service, the Ministry of Defense, the General Staff of the Armed Forces of Ukraine, the National Police, the Foreign Intelligence Service, the Ministry of Digital Transformation, and the Ministry of Energy also took part in the dialogue.
The European Union was represented by the European External Action Service, the European Commission, the EU Agency for Cybersecurity (ENISA), Europol, the EU Advisory Mission, the European Security and Defense College, and representatives of EU member states.
During the dialogue, the parties discussed the development of common cybersecurity policies, the implementation of the NIS2 Directive, the protection of critical infrastructure, and the strengthening of cyber defense.
Special attention was paid to strengthening Ukraine's capabilities – integration into the European cybersecurity ecosystem, access to the EU Cyber Reserve, creation of national cyber forces, development of human capital, and public-private cooperation.
The parties also stressed the importance of introducing cyber sanctions against states and structures involved in malicious cyber operations as an effective tool for deterring aggression in the digital space.
Deputy Secretary of the National Security and Defense Council of Ukraine Serhiy Demedyuk emphasized the strategic nature of the cooperation: “Ukraine is an active and reliable partner that is shaping the future architecture of European cyber resilience. Today, together with our European colleagues, we are not only exchanging experience, but also building practical mechanisms for collective security in cyberspace.”
Following the meeting, the parties agreed to continue working on joint initiatives aimed at strengthening Ukraine's cyber capabilities and developing operational cooperation within the framework of cyber dialogue.
The second day of the fourth round of cyber dialogue was devoted to a tabletop exercise (TTX) organized by the National Cybersecurity Coordination Center at the National Security and Defense Council of Ukraine.
The exercise was aimed at working out joint actions between Ukraine and the EU in the event of a large-scale cyberattack, with an emphasis on coordination of decisions, operational communications, and interaction in crisis conditions.
Conducting such scenario-based exercises is an important element of the practical development of the partnership between Ukraine and the European Union. They increase the compatibility of actions, strengthen information exchange mechanisms, and enhance readiness to respond jointly to threats in cyberspace.
