Overview of events in the field of artificial intelligence in December 2025
December 2025 confirmed that artificial intelligence has become a factor in global security and the economy.
The world is rapidly expanding its AI infrastructure – data centers already consume energy and water on par with individual countries, and competition for chips, data, and computing power is intensifying.
India is emerging as a new AI leader, attracting over $50 billion in investment, the technology race between the US, China, and corporations is gaining momentum, and generative AI is entering coding, media, and creative industries en masse – along with new risks to security and the information environment.
The new issue of AI Frontiers: Innovations, Breakthroughs, Challenges captures the main point: AI is no longer an experiment – it is a tool of influence that is already changing the rules of the game for states, businesses, and societies.
The review was prepared by the National Security and Defense Council of Ukraine in conjunction with the National Institute for Strategic Studies and the Center for Analysis and Development of Effective Policies.
