Deputy Secretary of the National Security and Defense Council of Ukraine David Aloyan took part in the panel discussions “Defense Industry 2026. Efficiency. Development. Scaling.”
The event brought together representatives of the state, the defense industry, investors, and experts to discuss the future of Ukraine’s defense-industrial complex.
During the panel, participants discussed the decisions necessary for the development of the defense industry.
David Aloyan emphasized that the effectiveness of Ukrainian weapons, proven on the battlefield, must be converted into sustainable defense capability.
Today, international partners are interested in Ukrainian weapons. David Aloyan stressed that the export of defense products must comply with national security interests. In this way, manufacturers will gain opportunities to develop technologies and scale production, while the Defense Forces will have everything necessary to protect the state.
“The issue of preserving technologies, protecting intellectual property, and preventing their transfer to third parties is a matter of national security,” David Aloyan emphasized.
Ukraine’s defense-industrial complex has proven its resilience under large-scale challenges. Ukraine has become the only country in the world that is actively developing its defense industry under constant, large-scale shelling in the conditions of a full-scale war.
As of 2026, the projected production capacity of the defense-industrial complex is estimated at USD 55 billion.
