Financing of the security and defense sector bodies of Ukraine during the first quarter of 2021 has been fully completed

On the instruction of Secretary of the National Security and Defense Council of Ukraine Oleksiy Danilov, within the framework of control over the implementation of the NSDC decision of November 5, 2020 “On Proposals to the Draft Law of Ukraine “On the State Budget of Ukraine for 2021” in regards to articles related to national security and defense of Ukraine, enacted by the Decree of President of Ukraine Volodymyr Zelenskyy of 05.11.2020 № 486, the NSDC Staff analyzed the state of relevant financing of the security and defense sector of Ukraine during the first quarter of 2021.

The total resource for 2021 for the needs of the security and defense sector is provided in the amount of 267 342,9 million hryvnias, which is 5,93% of gross domestic product.

In particular, at the expense of the general fund of the state budget for 2021, 233 203,2 million hryvnias are provided for the needs of the security and defense sector. During the first quarter of this year, the security and defense sector was financed from the general fund of the state budget in the amount of 50 093,7 million hryvnias, which is 100% of the plan. Thus, the financing of the security and defense sector under this source of funding was carried out in accordance with the monthly schedule of allocations in full scope.

The security and defense sector bodies proposed to provide planned revenues to the special fund of the state budget in the amount of 14 139,7 million hryvnias for the year 2021. According to available data, the special fund of the state budget received 5 052,8 million hryvnias or 35,7% of the annual plan during the first quarter of this year. The dynamics of revenues to the special fund of the state budget is positive.

Following the monitoring, Secretary of the NSDC of Ukraine Oleksiy Danilov sent a report to President of Ukraine Volodymyr Zelenskyy on the results of financing of the security and defense sector in the first quarter of 2021 and instructed the Council to prepare proposals for future decisions on financing the security sector.
