Secretary of the National Security Council of Ukraine held a meeting of the NCSCC
A meeting of the National Cybersecurity Coordination Center at the NSDC of Ukraine was held under the chairmanship of Oleksiy Danilov, Secretary of the National Security and Defense Council of Ukraine.
Representatives of the leadership of the Security Service of Ukraine, the State Service for Special Communications and Information Protection of Ukraine, the Ministry of Defense of Ukraine, the National Police of Ukraine, the National Bank of Ukraine, representatives of the government, the leadership of state intelligence agencies, and people's deputies of Ukraine took part in the meeting of the NCSCC .
The participants of the event, which took place in the Main Situation Center of the National Security and Defense Council of Ukraine, discussed, in particular, the issue of a possible escalation of russian cyber aggression and priority countermeasures in the conditions of martial law; the results of the command and staff exercises "National Cyber Readiness - 2022"; on amendments to the General Rules for the Exchange of Information on Cyber Incidents (TLP Protocol), etc.
According to Secretary of the NSDC, an attack in cyberspace may be the precursor and component of a new wave of large-scale aggression by the rashists, as it was a year ago, and we must be ready to fight back.
The Ukraine, Oleksiy Danilov said, has strengthened and developed the national cyber security system, significantly increased the level of technical equipment of the Ukrainian army and cyber warriors. In this context, he expressed his gratitude to all subjects of cyber security, in particular the NCSCC, for their coordinated work on protecting cyberspace, preventing cyber incidents and minimizing their consequences.
Oleksiy Danilov also emphasized that Ukraine has strengthened its position as a full partner of international cooperation in the field of cyber security. In this context, Secretary of the NSDC mentioned the signing of the Agreement between Ukraine and NATO's Joint Advanced Technologies Center for Cyber Security. The presence of Ukraine in this Center, he said, will strengthen the exchange of cyber experience between Ukraine and the NATO CCDCOE member countries. In addition, this is an important step on the path of Ukraine's accession to NATO, Oleksiy Danilov added.
"We are a party to the global cyber war, which the russian federation is waging against us, the countries of Europe, and other countries of the world," said Oleksiy Danilov. - We must mobilize resources, forces and means to repel the enemy, make the necessary decisions."
Secretary of the NSDC also drew attention to the importance of training specialists in the field of cyber security.
Deputy Secretary of the National Security and Defense Council of Ukraine Serhiy Demediuk summed up the results of the command and staff exercises on cyber security of the strategic level "National Cyber Readiness 2022" (December 2022) with the participation of representatives of all state bodies, the heads of which are members of the NCSCC, as well as other state bodies and critical infrastructure facilities. Conducting such exercises on an ongoing basis is provided for in the Cyber Security Strategy Implementation Plan of Ukraine.
He informed that the algorithm for the application of the Procedure for the interaction of cyber security entities during the response to cyber incidents/cyber attacks, approved at the meeting of the NCSCC on September 22, 2022, was worked out, in particular, regarding the response to threats of the red and black levels of danger.
"Command and staff exercises allowed to coordinate the actions of all involved subjects of cyber security and to work out the algorithm of interaction at a sufficient level," Serhiy Demediuk said. "At the same time, it is necessary to make urgent decisions regarding the improvement of measures for the organization and conduct of strategic level command and staff exercises, as well as regarding the introduction of the practice of conducting branch command and staff exercises on cyber security issues."
During the meeting, it was emphasized that the number of cyber attacks by the russian federation on logistics, military facilities, databases of authorities and information resources of our state has almost tripled compared to 2021, and now the russian federation is also carrying out systematic cyber attacks on the energy infrastructure of Ukraine. Numerous attempts of hostile cyber-attacks against our citizens are recorded, in particular, spam mailings, attempts to collect information about personal data.
It was also about the importance of improving the legal framework in order to strengthen the capabilities of the national cyber security system to counter cyber threats.
The meeting participants approved a new edition of the General Rules for Exchange of Information on Cyber Incidents (TLP Protocol).
In addition, based on the results of the discussion of the issues on the agenda, tasks were determined for the Security Service of Ukraine, the State Service of Special Communication and Information Protection of Ukraine, the National Police of Ukraine and the NCSCC to strengthen the interaction of cyber security entities and the private sector during the implementation of state cyber security tasks .
Also, during the current year, the NCSCC should ensure the holding of annual strategic-level command and staff exercises on cyber security and strategic communications and at least two sectoral command and staff exercises on cyber security.
