Munich Cyber Security Conference: Nataliya Tkachuk Calls on EU Countries to Unite Against russian aggression in the Cyber and Information Space

20250217.jpegNataliya Tkachuk, Head of the Information and Cyber Security Service of the National Security and Defense Council of Ukraine (NSDC) and Secretary of the National Cybersecurity Coordination Center (NCCC), participated in the Munich Cyber Security Conference titled “Rising Uncertainty: Defining the Goal Clearly!”, which took place on February 12-13 in Germany. This high-level international event brings together government and business leaders, experts, intelligence representatives, law enforcement officials, and academics to discuss pressing cybersecurity challenges.

During a panel discussion on cyber resilience in times of war, NCCC Secretary Nataliya Tkachuk emphasized that russia is waging a full-scale cyberwar not only against Ukraine but also against the European Union.

202502173.jpeg“russia’s goal in cyberspace is not merely to disable critical systems, block government websites, or steal data. Its primary objective is to influence society: to spread fear, destabilize the situation, discredit governments responsible for security, and manipulate electoral processes to bring to power individuals who can once again ‘lobby’ russian interests in the EU,” Nataliya Tkachuk stated.

She cited Romania as an example, where russian attempts to exert influence have already been documented, and warned that such threats are only increasing. A particular concern is the weakening of U.S. policies against disinformation, given that most social media platforms fall under U.S. jurisdiction.

“The rollback of mechanisms for detecting and moderating manipulative content creates additional opportunities for the terrorist state to spread disinformation and influence public opinion,” she noted.

202502172.jpegNataliya Tkachuk urged European countries to take decisive joint action: “European nations must act more proactively, as international cooperation in this field is crucial. Ukraine is ready to share its experience in countering russian aggression in the cyber and information space, implement joint initiatives, and strengthen partnerships with the EU.”

The conference discussions focused on current challenges and emerging opportunities in cybersecurity, including developments in quantum computing, artificial intelligence, and cutting-edge technologies. Special attention was given to:

Ukraine’s situation was a key topic of discussion, with delegates stressing the need for more active European engagement in countering russian cyberattacks and supporting Ukraine, which has gained unique experience in resisting an aggressor amid full-scale war.
