Q1 2025 Summary: Expenditures from the Special Fund of the State Budget for Ukraine’s Security and Defense Sector Authorities
As part of monitoring the implementation of the National Security and Defense Council of Ukraine decision dated October 2, 2024, «On proposals to the draft Law of Ukraine «On the State Budget of Ukraine for 2025» concerning items related to ensuring national security and defense», enacted by Presidential Decree No. 683 of October 2, 2024, the NSDC Staff, together with Ukraine’s security and defense sector authorities, carried out an analysis of expenditures financed through the special fund of the state budget in the first quarter of 2025.
According to the adjusted plan for 2025, expenditures from the special fund of the state budget for security and defense authorities were projected at UAH 250.3 billion.
According to data from security and defense sector authorities, actual expenditures from the special fund in Q1 2025 amounted to UAH 294.5 billion or 117.7% of the annual plan. This figure is UAH 134.7 billion or 84.3% higher than in the first quarter of the previous year.
The main portion of expenditures from the special fund of the state budget for security and defense authorities came from charitable contributions, grants, gifts, and revenues from enterprises, organizations, individuals, and other budgetary institutions.
Additional sources of revenue for the fund included: fees for services provided by budgetary institutions, business activities, rental payments for property, sale of assets, disposal of scrap metal, and utilization of decommissioned military equipment, among others.
Thus, the analysis indicates that in the first quarter of 2025, the planned revenue targets for the special fund of the state budget for security and defense sector entities were met. This had a positive impact, particularly on their provision with material and technical resources.
