Summary of the First Quarter of 2025: Full Funding Secured for Security and Defense Sector Agencies

The total funding allocated for Ukraine’s security and defense sector in 2025 is planned at UAH 2,224.8 billion, which represents 26.3% of the Gross Domestic Product.

Specifically, UAH 1,954.7 billion has been allocated from the general fund of the state budget for the needs of the security and defense sector in 2025. During January–March, the sector was financed with UAH 641 billion from this source, which accounts for 100% of the quarterly allocation and 32.8% of the annual plan. Thus, funding from the general fund of the state budget was provided in full accordance with the monthly allocation schedule.

Full payment of cash benefits to military personnel, rank-and-file and command staff, police officers, as well as additional remuneration in accordance with Resolution No. 168 of the Cabinet of Ministers of Ukraine dated February 28, 2022, and other social payments has been ensured. Ensuring proper support for the personnel of the security and defense forces and the implementation of social guarantees are key priorities under the constant oversight of the National Security and Defense Council of Ukraine.

The level of funding in the first quarter of 2025, according to information from entities within Ukraine's security and defense sector, enabled the financing of their main priority areas, including the acquisition of material and technical resources, under martial law.
