Oleksiy Danilov: The Presidential Decree, which put into effect the NSDC decision in support of decentralization, is fundamental in the relationship between central and local authorities
On Friday, Secretary of the National Security and Defense Council of Ukraine Oleksiy Danilov held a meeting on the implementation of tasks set by the decision of the National Security and Defense Council of Ukraine of April 15, 2021 “On measures of state regional policy to support decentralization” enacted by the Decree of the President of Ukraine of April 29, 2021, № 180.
Heads of central executive bodies responsible for the implementation of tasks set by this decision of the NSDC of Ukraine participated in the meeting.
Mr. Danilov emphasized the need to complete tasks in a timely manner. “Implementation of the Decree № 180 is a matter of national security, and all institutions must start working coherently for the state”, - he said.
“This Decree is fundamental for building a system of interaction between central and local authorities”, - the NSDC Secretary stressed.
In this context, Mr. Danilov underscored that the task of the government is to provide citizens with the most open and complete information about the financial and economic potential of each community. “The decree is aimed at establishing the clearest and most transparent conditions for the functioning of local communities in Ukraine, which today have received enormous powers, and the respective level of responsibility”, - he added.
The NSDC Secretary paid special attention to the importance of accelerating the work on creating an information-analytical system for monitoring statistical and administrative indicators of territorial communities; urgent resolution of legal issues of land registration located in the territories of the respective communities; taking measures to create the State Address Register as a set of basic data of the national geospatial data infrastructure, etc.
“The land of local communities is one of the main assets, its rational use provides opportunities for long-term development and implementation of important socio-economic projects”, - he stressed.
Mr. Danilov also drew the attention of the Ministry of Justice of Ukraine to the need to work out the legal regulation of the responsibility of business entities for failure to submit reports provided by law.
The next meeting on this issue is scheduled for August 20, 2021.
