A modern information-analytical system “COTA” has been presented at the Office of the President of Ukraine.
“The “COTA” system is an effective tool used by the state’s top leadership in decision-making, - Secretary of the National Security and Defense Council of Ukraine Oleksiy Danilov said. - Its closed part refers only to the military component, and we have a clear and coherent situation in every other sphere of our life”.
At the same time, according to Mr. Danilov, any user can get prompt, relevant and reliable information from the open part of the “COTA” system on all key processes and indicators that characterize the life of the regions.
The NSDC presented, in particular, the module of the “COTA” information-analytical system of the country’s Main Situation Center – GIS-portal “Health Care System”.
According to him, the medical component of the “COTA” system contains consolidated information by regions, communities and individual medical institutions on:
entities of medical and pharmaceutical systems in Ukraine with detailed information about the institution;
the number and percentage of occupied beds allocated for COVID-19 patients, including the number of patients connected to oxygen;
the total bed stock in medical facilities that provide care to COVID-19 patients, and its share, which is allocated for patients with proven or suspected coronavirus disease;
daily number of hospitalized and released patients;
the number of patients connected to ventilators and extracorporeal membrane oxygenation;
immunization infrastructure of the population: mobile teams, vaccination points, vaccine storage facilities;
supply of vaccines and their distribution at the regional and local levels;
dynamics of vaccinations, namely the number of vaccinated persons in the regions of Ukraine in terms of age, sex, target group and type of medical institutions whose employees were vaccinated.
Mr. Danilov stressed the “COTA” IAS provides round-the-clock monitoring of certain indicators of the national security of Ukraine, in particular, the situation with the spread of COVID-19, as verified data are updated online.
In this context, he drew attention to the growing number of new cases of coronavirus in all regions of Ukraine, in particular, due to the spread of the “Delta” variant.
Mr. Danilov noted that according to the forecast calculations of the NSDC experts, the peak incidence in Ukraine this year will occur in late October-early November. “The number of beds occupied simultaneously by patients with COVID-19 may be 50-55 thousand”, - he said. At the same time, the NSDC Secretary pointed out that the medical system is much better prepared for the epidemic than before – in particular, the number of such beds is 80 thousand.
He stressed the importance of strict compliance with anti-epidemic measures and an information campaign on the need for vaccination. “It’s about people’s lives”, - Mr. Danilov underscored.
The NSDC Secretary noted that there should be joint work, joint responsibility of central and local authorities.
Deputy Secretary of the NSDC of Ukraine Oleksiy Solovyov and Minister of Culture and Information Policy Oleksandr Tkachenko participated in the presentation.
