Oleksiy Danilov: it is necessary to step up the implementation of Transitional Justice Conception in Ukraine with obligatory involvement of Crimean Tatar people representatives

It is necessary to step up as much as possible the implementation of the Transitional Justice Concept in Ukraine with the obligatory involvement of representatives of the Crimean Tatar people in this work. This was emphasized by the Secretary of the National Security and Defense Council of Ukraine Oleksiy Danilov during a meeting with representatives of the working group on reintegration of the temporarily occupied territories issues of the Commission on Legal Reform issues under the President of Ukraine.

The Permanent Representative of the President of Ukraine to the Autonomous Republic of Crimea (head of the working group) Anton Korinevych informed about the main provisions of the Concept, which establishes the principles of future state policy on defense and restoration of human rights and fundamental freedoms in armed conflict, occupation of Ukrainian territories by Russian Federation.

It includes four elements: the realization of the right to be aware of the truth about the course of the conflict; institutional reforms as a guarantee of non-recurrence of armed conflict; compensation measures for victims of armed conflict; bringing to responsibility persons guilty of commission the most serious crimes.

According to the Secretary’s telling, the Concept together with the draft of Decree of the President of Ukraine on its approval was transferred to the Office of the Head of State.  Anton Korynevych said that the working group is currently working on the development of a communication strategy for the Concept, and invited representatives of the National Security and Defense Council of Ukraine to take part in this process.

During the meeting also were discussed legal mechanisms of compensation for property damage to victims of armed conflict and the occupation, as well as the development of a modern system for verifying personal data of Ukrainian citizens residing in the temporarily occupied territories of Donetsk and Luhansk regions and the Crimea.

First Deputy Permanent Representative of the President of Ukraine in the ARC Daria Svyrydova, Executive Director of the Ukrainian Helsinki Human Rights Union Oleksandr Pavlichenko and Advocacy manager, GО ZMINA lawyer Alona Lunova also took part in the meeting.
