The Kyiv International Cyber Resilience Forum 2025 has begun
On March 11, Kyiv hosts the International Cyber Resilience Forum 2025, themed “Defending Democracy”.
The event brings together Ukrainian and international representatives from the public sector, business, the cyber community, technology companies, and leading industry experts to discuss key cybersecurity challenges.
The event was opened by Oleksandr Lytvynenko, Secretary of the National Security and Defense Council of Ukraine, who, in his speech, emphasized that modern information and cyber technologies not only unlock limitless opportunities but also present complex challenges and threats. Mastery of these technologies defines not only a state's technological capability but also its security, resilience, and strategic role on the global stage.
«Strengthening cyber resilience is of utmost importance—the ability of information systems to operate in complex and extremely challenging security environments, to restore their resources even under constraints, and to withstand active adversarial opposition. Our priority must be to foster innovation, support startups, and enhance the regulatory landscape to bolster both economic and digital security, ensuring a strong and legal position in the global technological arena,» – stated the NSDC Secretary.
The two-day Forum program features panel discussions and expert talks on cyber resilience, bringing together specialists from various sectors. Representatives of leading global and Ukrainian companies share practical insights and experiences gained during the war. Discussions include contributions from global tech leaders such as Google, Fortinet, CrowdStrike, Cloudflare, ESET, Thales, and Cisco, alongside top Ukrainian cybersecurity companies including CyberLab, Cyber Unit technologies, UnderDefense, ISSP, GigaCloud, iIT Distribution, Hideeze, Molfar, Amonsul, and Osavul.
«Despite Ukraine being a target of Russian cyber-attacks for years, it is a success story in digital transformation. We can all learn from Ukraine how to be resilient and innovative, contributing to global cybersecurity. The EU is determined to further support Ukraine. Peace through strength counts online equally as on the battlefield», – said Maciej Stadejek, Director for Security and Defence Policy of the European External Action Service.
At KICRF 2025, the European Cybersecurity Competence Center (ECCC) and the National Cybersecurity Coordination Center (NCSCC) under the National Security and Defense Council of Ukraine formally signed a Memorandum of Cooperation. This agreement represents another important step in Ukraine’s integration into a united Europe. Through this partnership, the Memorandum will foster innovation and policy development in cybersecurity, support the integration of Ukrainian companies into the European cybersecurity ecosystem, and strengthen their competitiveness through information exchange and joint research.
Forum also took stock of current cooperation successes, with Juhan Lepassaar, the Executive Director of the EU Agency for Cybersecurity commenting: “This year’s Kyiv International Cyber Resilience Forum also marks the 1st anniversary of ENISA’s cooperation with our esteemed Ukrainian partners. Together, we are creating a trusted relationship which helps us both in the short term to enrich our respective cyber situational awareness picture, and support longer term approximation efforts around cyber legislation. We look forward to further strengthening the relationship in the areas of capacity-building, best practices exchange and knowledge sharing.”
The Forum also includes events:
- Capture the Flag Competition is a two-day cybersecurity competition (CTF) for public and private sector professionals that allows them to improve their skills and professional development.
- The DOT-Chain Bug Bash is a two-day event during which teams of “ethical hackers” look for vulnerabilities in the web resources of the State Logistics Operator, helping to strengthen their security.

KICRF was initiated in 2023 by the National Cybersecurity Coordination Center under the National Security and Defense Council of Ukraine. KICRF was joined by the Security Service of Ukraine, the State Service of Special Communications and Information Protection of Ukraine, the Ministry of Defense of Ukraine, the Ministry of Digital Transformation of Ukraine and the Ministry of Foreign Affairs. Institute of Cyber Warfare Research (ICWR) and Cyber Unit Technologies provide organizational support and management of the Forum.
